A Comparative Study
"Does the 1000 Telecentre Project of the E-Sri Lanka Programme Bridge the Digital Divide?"
The flagship ICT programme of the Government of Sri Lanka, known as the e-Sri Lanka initiative was launched in 2002. The Telecentre Development Programme (TDP) is one of the primary components of the 'e-Sri Lanka' initiative.
The rationale for this study is to consolidate learning from the Sri Lanka Telecentre Development Programme, in order to share this learning widely and contribute to an understanding of the issues and prospects for Telecentres in the country. The main focus of the study will be an in depth analysis of the implementation of the 1000 Telecentre Project of the e-Sri Lanka initiative to bridge the digital divide. It will examine the prevailing digital disparity in Sri Lanka and the measures that have already been taken under the e-Sri Lanka initiative. The study will conclude with a comparative study of the initiatives taken by India to combat their digital divide problem. The final outcome of the research will be a comparison of the e-Sri Lanka initiative with the initiatives taken by India to tackle this problem.

Current Research Interests
Previous Research Experience
- Country project officer of the worldwide research programme of the 'Libraries and Politics Group' of the IFLA - Carried out an island wide survey on "Public Library Politics" to evaluate policy maker's attitudes towards the role, value and impact of public library services in Sri Lanka. The research was carried out under the supervision of Prof. Bob Usherwood of the University of Sheffield. The preliminary findings of the survey were presented at the 69th World Library Congress in Berlin in 2003. The country report which I wrote on the above research will be published by IFLA under the editorship of Prof. Bob Usherwood.
- Conducted a survey and presented the research report on 'Establishment of a Plantation Information Resources Centre' - Programme Support Group (a Dutch funded institute which committed to assist the Plantation Housing and Social Development programmes in Sri Lanka), May 2000
